The injured employee removed the pieces of plastic as Employee 2 turned the outside wheel with his foot. After all the plastic material was removed, Employee 2 moved the outside wheel a final time to ensure free movement of the part. At this time, the impeller (vane) came in contact with the injured employee's middle finger.
