## Abstract

The FAA is issuing special conditions for the Hartzell Propeller Incorporated model HC-E5A-2/E8991 constant speed propeller. This five-bladed propeller has blades constructed of composite materials. This design feature is novel and unusual. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards for propeller blades constructed of composite materials that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
