Abstract
The FAA is issuing special conditions for the Hamilton Sundstrand model 54H60-77E constant speed propeller. This four-bladed propeller will have a dual acting digital electro-hydraulic propeller control system, which is a novel or unusual design feature. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
