## Abstract

On September 26, 1994, the FAA issued an emergency final rule as SFAR 71, which established certain procedural, operational, and equipment requirements for air tour operators in the State of Hawaii. The final rule was effective October 26, 1994; the FAA invited public comments on the rule until December 27, 1994. This document responds to public comments and extends the expiration date for SFAR 71 until October 26, 2000. This action will ensure that regulatory requirements for the safe operation of air tours in the airspace over the State of Hawaii remain in effect.
