## Abstract

Under its licensing authority, the Associate Administrator for Commercial Space Transportation (AST) of the Federal Aviation Administration (FAA) determines financial responsibility requirements for licensees authorized to conduct commercial space launch activities. This rulemaking establishes procedures for demonstrating compliance with those requirements and for implementing risk allocation provisions of 49 U.S.C. Subtitle IX, chapter 701, formerly the Commercial Space Launch Act of 1984, as amended.
