Stage 2 Airplane Operations

This document revises the airplane operating rules to provide reporting requirements for air carriers and foreign air carriers operating Stage 2 airplanes in Hawaii. These revisions require any air carrier or foreign air carrier that operates Stage 2 airplanes in Hawaii to include certain information in its annual progress reports to the Federal Aviation Administration (FAA). This action also identifies certain operations of aircraft (otherwise restricted from operation in the contiguous United States) that are allowed, and corrects an oversight made when the regulations were adopted. These revisions will implement the amendments to the law and clarify existing regulations and FAA policy.
