## Abstract

The Patent and Trademark Office (Office) has added rules of practice to implement the Office's procedures for acceptance of complaints under the Inventors' Rights Act of 1999, Pub. L. 106-113, section 4001 (to be codified at 35 U.S.C. 297). The Act requires the Office to provide a forum for the publication of complaints concerning invention promoters. The Office is providing the public with an opportunity to comment on the new rules which have been adopted.
