## Abstract

This final rule amends the Export Administration Regulations (EAR) to clarify what "space qualified" items are controlled on the Commerce Control List (CCL) and are therefore subject to the EAR. This rule also removes the License Exception eligibility and amends the CCL for certain "space qualified" items. In addition, this rule adds "regional stability" as the reason for control for certain items. The Department of State is publishing in the Federal Register a separate rule that will clarify what "space qualified" items are on the U.S. Munitions List, and therefore subject to the International Traffic in Arms Regulations.
