Abstract
This final rule establishes procedures for federal agencies to transfer unclassified scientific, technical and engineering information resulting from federally funded research and development activities to the National Technical Information Service. This rule is issued pursuant to the American Technology Preeminence Act of 1991. Its purpose is to facilitate public access to the vast amount of scientific, technical and engineering information that is produced by and for federal agencies.
