"Liability" is the insured value, "premium" the total cost (most of it federally subsidized), "indemnities" the claims paid for crop losses, and the "loss ratio" (indemnities ÷ premium) shows how claim-heavy a county is — values above 1.0 mean payouts exceeded premiums.
