The USDA Risk Management Agency's Summary of Business reports federal crop-insurance activity for every county. "Liability" is the insured value, "premium" the total cost (most of it federally subsidized), "indemnities" the claims paid for crop losses, and the "loss ratio" (indemnities ÷ premium) shows how claim-heavy a county is — values above 1.0 mean payouts exceeded premiums.
