Every BSEE-recorded offshore oil & gas incident-enforcement event on the US Outer Continental Shelf — 52,157 events across 674 operators (Gulf of Mexico, Pacific, Alaska), 1948-2026. Per event: incident date, region, operator, and counts of BSEE's escalating responses — warnings (Incidents of Noncompliance), component shut-ins, and facility shut-ins (production halted until the operator corrects the problem). Aggregated per operator: Chevron (475 facility shut-ins), Shell (220), Apache (200), Fieldwood (193). Operator name bridges to the entity/screening layer. Powers /offshore-operator/{code} canonical pages + /api/v1/bsee/{search,worst,operator}. The rich per-incident narratives (fatalities/fires/blowouts) live in BSEE's 321MB stats XLSX — deferred.
