Combines Toxics Release Inventory (TRI) + National Emissions Inventory (NEI). Per row: reporting year, EPA Facility Registry ID, program (TRIS/NEI/etc), program-specific facility ID, pollutant name (1,2,4-Trimethylbenzene / Mercury / Lead / SO2 / NOx / etc), annual emission amount + unit, NEI emission type, Hazardous Air Pollutant (HAP) + Volatile Organic Compound (VOC) flags. Joins by registry_id with epa_facilities + epa_enforcement_cases for full pollution-+ enforcement picture per facility.
