Every EPA Final Rule 1994-2026 — Clean Air Act emission standards (9,349 rules including ozone/NAAQS/greenhouse gas/particulate matter), pesticide tolerances under FIFRA (3,351), hazardous waste rules under RCRA (838), Superfund/CERCLA site listings and deletions (599), chemical risk evaluations under TSCA (403), Clean Water Act effluent rules (402), endangered species. Each rule names the affected CFR section, state (for state-implementation plans), and EPA docket. Source: `federalregister.gov/api/v1/documents.json` with EPA agency filter + RULE type, paginated year-by-year to bypass 10k cap. Complements existing EPA enforcement cases (135k defendants) and EPA TRI toxic-release facilities (65k) — this is the rulemaking layer that drives all of EPA's enforcement activity.
