## Abstract

5 U.S.C. 5520a(k) required the Department of Defense to ``promulgate regulations'' by April 4, 1994 for the involuntary allotment of pay from members of the Armed Forces for debts reduced to judgments. The Department published its proposed rule in the Federal Register on April 26, 1994 (59 FR 21713). This final rule satisfies 5 U.S.C. 5520a(k) by promulgating regulations with regard to members of the Armed Forces which include provisions for the involuntary allotment of the pay of a member of the Armed Forces for indebtedness owed a third party as determined by the final judgment of a court of competent jurisdiction, and as further determined by competent military or executive authority, as appropriate, to be in compliance with the procedural requirements of the Soldiers' and Sailors' Civil Relief Act of 1940; and which gives consideration for the absence of a member of the Armed Forces from an appearance in a judicial proceeding resulting from exigencies of military duty.
