Abstract
This document provides the text of final regulations to implement Executive Order 12933, ``Nondisplacement of Qualified Workers Under Certain Contracts'' (59 FR 53560, October 24, 1994). The Executive Order requires that workers on a building service contract for a public building be given the right of first refusal for employment with a successor contractor, if they would otherwise lose their jobs as a result of the termination of the contract. The final rules contain a contract clause that must be incorporated into each covered contract, implementing regulations, and enforcement procedures.
