Welfare-to-Work (WtW) Grants

The Employment and Training Administration hereby issues an Interim Final Rule implementing the Welfare-to-Work (WtW) grant provisions of Title IV, Part A of the Social Security Act as amended by the recent enactment of the Balanced Budget Act of 1997. The Interim Final Rule provides an administrative framework for the WtW program which is being coordinated with the closely-related Temporary Assistance for Needy Families (TANF) program administered by the Department of Health and Human Services (DHHS). While the use of WtW funds should occur within the larger framework of the TANF program in each State, these funds have a purpose that is distinct from that of the TANF program. The purpose of WtW is to provide transitional assistance which moves hard-to-employ welfare recipients living in high poverty areas into unsubsidized employment and economic self- sufficiency.
