## Abstract

This document amends the regulations concerning the definition of ``employ'' under the Migrant and Seasonal Agricultural Worker Protection Act (MSPA) to include a definition of ``independent contractor'' and to clarify the definition of ``joint employment'' under MSPA, with the goal of minimizing the potential for uncertainty and litigation arising from such uncertainty and to better guide the Department's enforcement activities.
