## Abstract

This rule provides guidance for implementation by the Secretary of Transportation, acting by and through the Maritime Administrator, Maritime Administration (Secretary), of controlling regulations issued by the Administrator of General Services (Administrator), as authorized by Public Law 103-160. This rule prescribes the terms, reservations, restrictions, and conditions under which the Secretary will convey surplus Federal real property and related personal property to public entities for use in the development or operation of a port facility.
