## Abstract

This rule establishes a new Federal motor vehicle safety standard, FMVSS No. 135, Passenger Car Brake Systems, and replaces Standard FMVSS No. 105, Hydraulic Brake Systems, as it applies to passenger cars. NHTSA's decision to establish the new standard results from the agency's efforts to harmonize its standards with international standards. The agency has determined that this new standard will achieve the goal of international harmonization while remaining consistent with the statutory mandate to ensure motor vehicle safety.
