## Abstract

The Maritime Administration (MARAD) is issuing this interim final rule to provide procedures to implement the provisions of the Maritime Security Act of 1996 (the MSA). The MSA establishes a new 10- year Maritime Security Program (MSP), commencing in Fiscal Year (FY) 1996. The MSP supports the operations of U.S.-flag vessels in the foreign commerce of the United States through assistance payments. Participating vessel operators are required to make their ships and other commercial transportation resources available to the Government during times of war or national emergency.
