## Abstract

This document transfers and redesignates certain motor carrier transportation regulations currently found in 49 CFR Chapter X, to the FHWA in 49 CFR Chapter III. The Interstate Commerce Commission Termination Act of 1995 (ICCTA), which was enacted on December 29, 1995, and took effect on January 1, 1996, abolished the Interstate Commerce Commission (ICC) and transferred certain functions and proceedings to the STB and the DOT. The Secretary of Transportation delegated certain motor carrier provisions, which were transferred to the DOT from the ICC, to the FHWA and this rule implements that change.
