Abstract
This final rule implements a new program enacted by the National Highway System Designation (NHS) Act of 1995, which provides for the withholding of Federal-aid highway funds from any State that does not enact and enforce a ``zero tolerance'' law. This final rule clarifies what States must do to avoid the withholding of funds.
