Abstract
This final rule implements section 1048 of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), which amends the Federal Transit Administration's (FTA) Buy America requirements, and makes other amendments intended to update and clarify FTA's Buy America regulation.
