Abstract
This document denies a petition for rulemaking submitted by Dr. Richard H. McSwain to regulate the bottom of automotive fuel tanks to protect them from rupture by roadway hazards. Neither the information submitted by the petitioner nor information otherwise available to the agency indicate that the matter identified by the petitioner is a safety problem warranting regulatory action.
