Abstract
This interim final rule implements a new program established by the Transportation Equity Act for the 21st Century (TEA-21), under which States can qualify for incentive grant funds if they adopt and implement effective programs to reduce highway deaths and injuries resulting from individuals riding unrestrained or improperly restrained in motor vehicles. This interim final rule solicits public comment.
