Abstract
This rule establishes a minimum driving range of 7.5 miles for dual fueled electric passenger automobiles, otherwise known as hybrid electric vehicles (HEVs), when operating on the EPA urban cycle and a minimum driving range of 10.2 miles on the EPA highway cycle. The purpose of establishing the range is to meet statutory requirements intended to encourage the production of HEVs. An HEV which meets the range would qualify to have its fuel economy calculated according to a special procedure that would facilitate the efforts of its manufacturer to comply with the corporate average fuel economy standards.
