Abstract
On October 22, 1993, the Commission issued a final rule in this proceeding, revising its regulations of oil pipelines to provide a simplified and generally applicable method for regulating oil pipeline rates by use of an index for setting rate ceilings for such rates. On December 9, 1993, Sinclair Oil Corporation and the National Council of Farmer Cooperatives filed a brief addressing the issue of the selection of an index for use in the indexing system adopted in the final rule. The Commission has determined that additional information on the choice of an index will add to the record of this rulemaking; therefore, the Commission is affording an opportunity for others to file briefs on this issue.
