Abstract
The Federal Energy Regulatory Commission (Commission) is amending its regulations governing public utilities and qualifying facilities. The final rule revises and clarifies Commission policies regarding: Rate filings by public utilities under the Federal Power Act; issuances of securities and assumptions of liabilities by public utilities, licensees and others; and procedural and technical rules governing qualifying facilities. The final rule is intended to streamline the Commission's processing of its workload and reduce regulatory burdens on the electric utility and qualifying facility industries.
