The Federal Energy Regulatory Commission (Commission) is adopting rules setting forth the guidelines for the formation, organization and purpose of nuclear plant decommissioning trust funds (Fund) and for Fund investments. The rules will give Funds greater investment flexibility. The rules are intended to improve the returns earned on funds contributed through wholesale electric rates and thus decrease the amount collected from ratepayers for decommissioning.
