Abstract
The Department of Energy (DOE) issues a final rule to amend the Department of Energy Acquisition Regulation (DEAR) in its continuing effort to streamline and simplify the acquisition process and to meet the objectives of several Executive Orders (EO), including: EO 12861, Elimination of One-Half of Executive Branch Internal Regulations; EO 12931, Federal Procurement Reform; and EO 12866, Regulatory Planning and Review. This rule revises certain regulatory material and deletes other material that has been determined to be nonregulatory and unnecessary. Specific material that is revised or deleted from the DEAR is summarized in the ``Section-by-Section Analysis'' appearing later in this document.
