## Abstract

The Nuclear Regulatory Commission is amending its regulations on the protection of public health and safety from activities conducted at a geologic repository operations area (GROA) before permanent closure. In particular, the final rule addresses the measures that are required to provide defense in depth against the consequences of ``design basis events.'' These measures include prescribed design requirements, quality assurance requirements, and the establishment of a preclosure controlled area from which members of the public can be excluded.
