The Department of Energy (DOE) is amending the Department of Energy Acquisition Regulation (DEAR) to revise its classification contract clause, revise its access authorization (security clearance) procedures for contractor personnel, and add new counterintelligence provisions. Specific material being revised or added is summarized in the ``Section-by-Section Analysis'' appearing later in this document.
