This order denies requests for rehearing of Order No. 636-C published on March 6, 1997 (62 FR 10204). The Commission issued Order No. 636-C to resolve six issues remanded by the decision of the United States Court of Appeals for the District of Columbia Circuit in United Distribution Cos. v.
