## Abstract

On rehearing, the Federal Energy Regulation Commission reaffirms its basic determinations in Order No. 603 and modifies and clarifies certain aspects of the Final Rule based on the requests for rehearing. Order No. 603 updated the Commission's regulations governing the filing of applications for the construction and operation of facilities to provide service or to abandon facilities or service under section 7 of the Natural Gas Act. The changes were necessary to conform the Commission's regulations to the Commission's current policies.
