## Abstract

The U.S. Department of Energy (DOE) is amending its test procedures for fluorescent lamp ballasts under the Energy Policy and Conservation Act. These amendments address the measurement of energy consumption of fluorescent lamp ballasts in the standby mode. These amendments do not address energy consumption in off mode, because DOE has determined that these products do not operate in off mode.
