Respondent violated the CWA by discharging storm water, containing pollutants, to waters of the U.S. without an NPDES permit. Respondent failed to apply for a permit. Once having an NPDES permit, Respondent failed to comply with certain requirements of the permit, most notably failing to document inspections and failing to implement best management practices. Respondent also violated the CWA by failiing to respond to an information request.
