Discharge of fill material into Grand Lake O' the Cherokees without obtaining a permit form the Corps of Engineers. Fill was placed below the ordinary high water mark of the lake associated with bank stabilization and removal of a boat dock. EPA is still waiting for Respondent to comply with SEP.
