This administrative penalty order is issued to Heber Power and Light Company for failure to properly dispose of PCBs from leaking transformers, failure to mark the entrances with the mark illustrated in 40 CFR 761.45, and failure to have an adequate floor that has continuous curbing with a minimum of 6 inch high curb.
