After a six-day administrative hearing in 2001, the ALJ issued an Initial Decision on January 30, 2003 ordering Goodman Oil to pay a $105,716 penalty and Goodman Lewiston to pay a $88,276 penalty. The ALJ also ordered Goodman Oil to correct UST violations at six gas stations and Goodman Lewiston to respond to an information request concerning the locations and status of it's USTs. The Companies did not appeal the Initial Decision, which then became final on May 30, 2003. The Companies were required to pay the penalties and comply with the final order by July 29, 2003. They have not done so even after an EPA demand letter was sent to them. This referral seeks collection of the penalty plus additional non-compliance penalties and a district court order compelling the companies to comply with the final order
