On 25 September 2003, Region IX served on Sofia's Mexican Foods, Inc., a Class I Administrative Complaint for violations of Section 307 of the Clean Water Act. Sofia's Mexican Foods, Inc., violated Section 307(d) of the Act by failing to report as required by 40 C.F.R. 141.12(h) its discharges of industrial wastewater to municipal sewers tributary to the wastewater treatment plant operated by the Los Angeles County Sanitation District, a publicly owned treatment works. The Complaint requests that the EPA Region IX Regional Administrator assess an administrative penalty not to exceed twenty-seven thousand five-hundred dollars ($27,500).
