South Bend has approximately 36 CSO points that discharge hundreds of millions of gallons of untreated sewage into the ST. Joseph River each year.Those discharges of untreated sewage violate the provision of South Bend's  NPDES permit that discharges from CSOs shall not cause or contribute  to the violations of water quality standards or to the impairment of designated or existing uses, e. coli bacteria in the St. Joseph River, levels that violate Indian's water quality standards. South Bend  discharged CSOs during periods of dry weather on at least 28 occasion days  in the last five years in violations of  the conditions of the South Bend's permit.
