Respondent operates oil & gas facilities in the Outer Continental Shelf of the Gulf of MExico, is a permittee; subject to regulations of the Clean Water Act and National Pollutant Dsicharge Elimination System. Respondent violated section 301 of the CWA, reported effluent violations, discharged in excess of effluent limits, and failed to follow reporting instructions.
