U.S. EPA performed an inspection on August 13, 2002 at the ICS/IFCO facility. During the inspection, U.S. EPA noticed smoke emitting from the drum furnace. The drum furnace is required to meet 81% overall control efficiency. U.S. EPA requested that ICS/IFCO to conduct capture efficiency and destruction efficiency testing on the drum furnace. ICS/IFCO decided to install a permanent total enclosure. The schedule for construction is in an administrative order. Also, during the inspection on August 13, 2002, IFCO was did not have any coating records, hourly operation data, or complete maintenance records including the type of maintenance and the date at the facility for U.S. EPA to review. The only records at the facility were the MSDS sheets and the stack test report. IFCO also had incomplete records of maintenance which did not include the date and a description of the repair. U.S. EPA issued a Notice of Violation to ICS/IFCO for the violations. IFCO has created new recordkeeping programs for the facility and is training operators how to correctly do the recordkeeping. ICS/IFCO is installing an RTO for VOC and odor control on the coating lines.
