This is a combined Complaint / Consent Agreement and Final Order (CA/FO) pursuant to MPRSA Sections 102 and 105, issued to Great Lakes Dredge & Dock Company. The violation involved 4 instances of discharge of dredged material from significantly leaking barges, during transport through the Gulf of the Farallones National Marine Sanctuary en route to the San Francisco Deep Ocean Disposal Site (SF-DODS). These discharges occurred between March and July, 1998, while Great Lakes was under contract with the San Francisco District U.S. Army Corps of Engineers on the Port of Richmond Deepening Project (as part of a joint venture with Manson Construction Co., see separate entry under ID# 09-2003-0151), and totalled approximately 8,800 cubic yards of dredged material. The CA/FO establishes that Great Lakes will pay an administrative penalty of $20,000.
