Respondent operates oil & gas production facilities in the Outer Continental Shelf of the Gulf of Mexico. Respondent is a permittee; subject to regulations of the Clean Water Act and National Pollutant Discharge Elimination System. While tripping pipe, Respondent experienced an unauthorized discharge.
