This is an administrative order pursuant to Sections 3013 and 7003 of RCRA issued to Shore Terminals. The order requires the respondent to investigate and respond to a plume of free petroleum on the ground water. This order operates in conjunction with a previous order to investigate and respond to a petroleum discharge, but this order addresses an extended area of work.
