U.S.EPA has issued a Administrative Compliance Order to Scott C. Chida and Excel Design & Manufacturing of Duluth Minnesota, for violations of the Clean Water Act (CWA). U.S. EPA has cited Mr. Chida for discharging dredged and fill materials into 0.55 acres of wetlands without a Federal Section 404 CWA permit issued by the U.S. Army Corps of Engineers (Corps). The wetlands are adjacent and tributary to the Cloquet River in St. Louis County. The Compliance Order requires Chida and Excel Design & Manufacturing to mitigate theimpacts with no less than 1.4 acres of wetland replacement.
