This Administrative Complaint and Notice of Opportunity for Hearing is issued to Moore Gordon Enterprises, Inc. for the unlawful discharge of approximately 100 gallons of diesel fuel from the Quality Rail Service bulk facility into English Coulee on 4/22/2003. Also, it is alleged that Moore Gordon Enterprises failed to prepare and implement a Spill Prevention, Control and Countermeasures (SPCC) Plan for its Quality Rail Service facility in accordance with Federal regulations.
