Summary

Quincy O. Stevens VIOLATIONS: The Respondent� tank battery facility was a �point source� �discharge� of �pollutants,� specifically brine, to the receiving waters of West Branch Ranch Creek, located in the Northeast Quarter of Section 4, Township 20 North, Range 6 East, Pawnee County, Oklahoma. The discharge of brine was documented during a November 12, 2003 inspection. RELIEF: The Order specifies that the Respondent should also take steps to cease all discharges of pollutants and to neutralize the brine contaminated area north and west of the tank battery by applying soil amendments to neutralize the sodium chloride. Additionally, the Order asks the Respondent to consider: (1) properly remove and dispose of contaminants; (2) repair or replace equipment that is leaking; (3) reconstruct the secondary containment; and (4) performing preventative maintenance. A follow-up inspection will determine the extent of compliance with the Order.
